1. Purpose
The
Personnel Team is responsible for the proper administration and oversight of
the church’s staff. Committee duties
include the following:
2. General Administrative
a. Develop job descriptions for approval by the
Session.
b. Document and communicate changes in staff
duties and responsibilities, as directed by Session.
c. Resolve conflicts among staff, or between staff
and church members, as required.
d. Provide pay and benefit recommendations to
Session.
3. Staff Oversight
With
the exception of positions in the Church that must be filled by Call, the Personnel
Committee, upon consultation with the senior pastor, shall be responsible for participating
in search committees convened by the Session to identify and interview
candidates for positions that need to be filled.
The Committee shall also consult with pastor (Head of
Staff) prior to taking disciplinary action including termination of
employees. The committee shall
immediately communicate the termination of an employee to session members. This
action is not to interfere with or replace the authority or responsibility of a
supervisor over subordinate(s).
a. Temporary Employees - The Personnel Committee must approve the employment of
“temporary” personnel.
b. Temporary Organist - The Pastor, or Director of Music with Pastor's
approval, may select a person to serve as organist on special occasions; for
special services; during short-term periods of illness of the Organist; during
scheduled vacations of Organist; or, in cases of emergencies.
c. Consultation - The
Pastor, Associate Pastor, or similar positions of "Call" may, at
their sole discretion, involve the Personnel Committee in any matter deemed
appropriate, including, but not limited to, personal matters with Session, personal
matters with church member(s), and/or, personal matters with staff members.
d. Personnel Administration - The Personnel Committee shall be responsible for, but
is not necessarily limited to, the following activities:
i. Recommending
salary adjustments
ii. Acting as advocate to Session for employees
e. Performance Appraisals - The Personnel Committee shall coordinate the
completion of performance appraisals, as directed by Session.
f. Personnel Files - A file shall be maintained on each employee. The file
shall include, in addition to an application for employment, all letters of
commendation, all letters of reprimand, and, all past and current performance
appraisal forms.
g. Confidentiality - All personnel files shall remain confidential and shall
be housed in a locked filing cabinet. The Personnel Committee shall ensure that
a system of limited access to the keys to this cabinet be developed and
maintained. The Pastor, supervisor(s), church members and other persons not a
current member of the Personnel Committee shall not have access to the keys to
the personnel file cabinet.
Access to these files shall be limited to current Personnel
Committee Members, to the supervisor of an employee, and to the employee.
(Note: Federal Law requires that each employee has access to his/her personnel
files.)
